The Road to Digital Delivery: Infrastructure Modeling and Data Management

The Pennsylvania Turnpike Commission's Digital Delivery initiative aims to implement the use of Project Information Models as the legal document for future construction projects. 3-D intelligent models will serve as a single source of truth and help streamline data through the project life cycle. Digital transformation will occur throughout all project phases, from project design delivery through post construction with the development of new workflows leveraging emerging 3-D technology.

3D Intelligent Models

There are three efforts that are progressing the PTC Digital Delivery Program.

First is the Engineering Technology Plan – The purpose of the plan is to serve as a roadmap for integrating technologies with the execution of the PTC’s Digital Delivery Program. The plan’s initiative is to evaluate current workflows at the Commission and determine systems of interoperability for information exchange requirements throughout the project life cycle.

Second is the Project Information Modeling (PIM) and Computer Aided Design (CAD) Standards which also includes the Level of Development (LOD) Matrix and the Project Execution Plan (PxP). These standards form the foundation for developing model content.

Third are the pilot projects. The current pilot projects are smaller, lower risk projects that are being utilized to identify challenges and determine ways to improve current workflows by updating the standards and workspaces, while acknowledging software limitations and analyzing feedback provided by design consultants. These pilot projects will also be utilized to investigate and implement new methods of collecting as-built data that can ultimately feed asset management systems and become the basis for regulatory reporting, maintenance and future expansion.

3D CAD Topology

The 3D intelligent model will serve as the single source of truth and help streamline data through the project life cycle. Digital transformation will occur across all project phases, from project delivery to post construction, with the development of new workflows leveraging the 3D technology. The goal is to adopt digital delivery by 2023 and for the Commission to continue to be a leading transportation agency in engineering technology.
