Pennsylvania Turnpike Commission’s Chief Counsel Recognized as 2026 Bonney C. Daubenspeck Woman of Distinction Recipient
MIDDLETOWN, Pa. — The Pennsylvania Turnpike Commission (PA Turnpike)’s Chief Counsel, Doreen McCall, Esq., has been recognized as the inaugural recipient of the Bonney C. Daubenspeck Woman of Distinction Award. McCall received the recognition at a special ceremony on Wednesday, March 11.
Created by an internal committee within the PA Turnpike Commission, the award celebrates a current female employee who distinguishes herself through service and leadership.

McCall joined the PA Turnpike in 2005. Previously, she served in various roles, including Chief Counsel to the Pennsylvania Historical and Museum Commission, Deputy General Counsel in the Governor’s Office of General Counsel, Assistant General Counsel and staff attorney in the Office of Inspector General.
McCall graduated with distinction from Ohio Northern University, Claude Pettit College of Law. She sponsors the PA Turnpike’s Human Trafficking Awareness Campaign and volunteers at its awareness and outreach events. Additionally, McCall serves on the Westminster College Board of Trustees and Women in Public Finance (WPF) board of directors. She is an active member of the Women’s Transportation Seminar (WTS), and volunteers for the Central PA Food Bank and Cathedral Parish of Saint Patrick’s Community Meals Program.

Named after Bonney C. Daubenspeck, the first woman to serve as a PA Turnpike commissioner (1997 to 2002), the award pays tribute to a trailblazer who broke barriers in a traditionally male-dominated field. Daubenspeck’s influence extended beyond the PA Turnpike – she also served on the Erie-Western Pennsylvania Port Authority (1983 to 2001) and the Pennsylvania State Transportation Commission (1996 to 1997).
“Our mother mentored countless women, encouraging them to grow in business and in life, often long before mentorship programs had official names,” said Nancy Dolan, daughter of Bonney Daubenspeck. “She believed in lifting people without expecting recognition, which is why this award feels especially meaningful. It’s incredibly special to know that her work, her leadership, and the example she set are still remembered and appreciated. Knowing that the Pennsylvania Turnpike Commission continues to recognize her by honoring women who share her spirit, determination, and generosity means more to our family than I can express.”
Daubenspeck was a founding member and first president of the Orchid Society of Northwestern Pennsylvania, and a past president of the Carrie T. Watson Garden Club. In 1998, she was honored with the Edward C. Doll Community Service Award by the Erie Community Foundation for her outstanding civic contributions.

Through her work and service, she continues to make a meaningful and lasting impact.”
The committee received more than 15 nominations from across the PA Turnpike, covering all areas and departments. The Bonney C. Daubenspeck Woman of Distinction Award will be presented each year to a female PA Turnpike employee who leads with compassion and civility, supports excellent customer service, and aligns themselves with the organizational goals that deliver positive impact through their professional achievements.
