Dr. Keith Leaphart Confirmed as PA Turnpike’s Newest Commissioner

Philadelphia resident today attended first formal commission meeting.

MIDDLETOWN, PA. (July 5, 2023) — Dr. Keith Leaphart, a Philadelphia physician, entrepreneur, and philanthropist, was confirmed by the Pennsylvania Senate to serve as commissioner of Pennsylvania Turnpike Commission (PTC). Dr. Leaphart was appointed to the position by Governor Josh Shapiro and attended his first meeting as a commissioner this morning.

As a physician and entrepreneur, I’m deeply passionate about helping people and solving problems.” Dr. Leaphart said. “To me, this position is all about service — service to customers, employees, and other stakeholders. It’s about being thoughtful and making the right decisions. I am committed to working with the Shapiro Administration, state lawmakers, my fellow commissioners, and PTC executives to advance the PA Turnpike as it continues its transformative journey.”

With a new commission member attending his first meeting, commissioners reorganized the board’s leadership structure, electing Dr. Leaphart as secretary-treasurer. State Secretary of Transportation Michael Carroll was reelected as chair of the PA Turnpike Commission and William Lieberman was reelected as vice chair. Sean Logan and Pat Deon continue to serve as commissioners.

Dr. Leaphart previously served on the staff of Bryn Mawr Rehab Hospital. He is founder of Philanthropi, an employee giving platform, and owner of Replica Global, a Philadelphia print and design firm.

Dr. Leaphart brings a unique and diverse background in service to education and healthcare organizations. His extensive board service includes the Public Healthcare Management Corporation, the Lenfest Institute for Journalism, the Lenfest Scholars Foundation, Pennsylvania Osteopathic Medical Association, and the Medical Society of Eastern Pennsylvania. He also serves as an Independent Director for the Philadelphia Inquirer.

Dr. Leaphart received a biology degree from Hampton University, Hampton VA, a Master of Business Administration in Healthcare Administration from St. Joseph’s University, and a Doctorate of Osteopathy Medicine from Philadelphia College of Osteopathic Medicine.

Dr. Leaphart assumes the seat of former PTC Commissioner Wadud Ahmad, a Philadelphia attorney who was appointed and confirmed last week to serve on the Commonwealth’s three-member Unemployment Compensation Board of Review.

The Pennsylvania Turnpike Commission was created by the state legislature in 1937 to construct, finance, operate, and maintain the more than 560-mile PA Turnpike system, which first opened to traffic on Oct. 1, 1940.
