PA Response – Act 44

A User Fee Based Solution

  • Passed by legislature in July 2007
  • Authorized the PA Turnpike to lease I-80 from PennDOT for 50 years
  • Allowed the PA Turnpike and PennDOT to jointly apply to the Federal Highway Administration under a tolling pilot program for the right to operate and toll I-80.

Funding Summary

If I-80 is tolled, Act 44 will provide:

  • $1 billion average per year over the next 12 years
  • $10 billion to reconstruct & rehabilitate Interstate 80
  • $83.3 billion over 50 years paid to PennDOT
