Request for Proposal Requirements
Offerors shall submit proposals to provide an estimated 164,000 tons of Sodium Chloride. Proposals should include the following sections:

- Delivery and Service Standards
- Capacity and Availability Commitment
- Past Performance
This is a best value procurement.
Furnish BULK SODIUM CHLORIDE (ROCK SALT) in accordance with Pennsylvania Turnpike Commission specifications entitled “Sodium Chloride (Rock Salt)” dated June 1995 (See Exhibit A), to be F.O.B. delivered via truck as and when required on a firm fixed price basis from August 1, 2008 through May 31, 2009 to the Pennsylvania Turnpike Commission.

NOTICE TO CONTRACTORS
REQUEST FOR SPECIAL PREQUALIFICATION
Contract No. 02-018-RCKF-C
Sealed responses to this Request for Special Prequalification for Plymouth Meeting Maintenance Facility
Relocation and Construction, Milepost 332.50 EB in Montgomery County will be received by Carl Mittereder, Manager of Facilities Design and Engineering, for the Pennsylvania Turnpike Commission, at the Central Administration Building (mailing address: P.O. Box 67676, Harrisburg, PA 17106-7676 or
overnight delivery to: 700 South Eisenhower Blvd., Middletown, PA 17057) until 3:00 p.m., local time,
on May 16, 2008. The Pennsylvania Turnpike Commission will review the responses to the request and the applicants will be notified on or about June 13, 2008. The intent is to provide prequalified bidders complete bid documents in Fall 2008.
Project Description
The Pennsylvania Turnpike Commission is currently preparing plans for Construction Contract No. 02-
018-RCKF-C. The project includes construction of five (5) new buildings: the maintenance building, a
truck/equipment storage building, a salt storage shed, trade shop building and an ancillary building to house an emergency generator and main electric service. In addition, the work includes site improvements including, but not limited to, grading, pavement, utilities, fencing, landscaping, etc., and an underground fuel storage tank system and communication tower. The project will also include demolition of the existing Plymouth Maintenance facilities and clean-up of the site located at Milepost 333.59 westbound
on the mainline of the Pennsylvania Turnpike.
The project has been registered with the U. S. Green Building Council, for ultimate certification under their Leadership in Energy & Environmental Design (LEED) Rating System. Compliance with the procedures needed to obtain the identified LEED credits will required.
The approximate size of this contract is estimated to be between $25,000,000 and $35,000,000.
In addition to the prequalification process, bidders are required to register with the Commission as a
business partner.

Contractors who have not been prequalified through this process will not be permitted to bid on this contract.
