The Pennsylvania Turnpike Commission's Vendor Guide has been prepared to assist you in understanding the basic procedures of centralized purchasing at the Pennsylvania Turnpike Commission. This guide provides useful information and also serves as a "welcome" to those seeking to do business with the Pennsylvania Turnpike Commission.

WHO PURCHASES FOR THE PENNSYLVANIA TURNPIKE COMMISSION?
The Purchasing Department is responsible for procuring all commodities and services required by the Pennsylvania Turnpike Commission (PTC). The Purchasing Department is located in the Administration Building, 700 South Eisenhower Boulevard, Middletown, PA 17057. Purchasing contact with other departments within the PTC must be made through the Purchasing Department.

Bidders List
A list of vendors is maintained via an automated Bidders List. Vendors desiring placement on the Bidders List must request an application form on the firm’s official letterhead and have the request signed by an officer or owner of the company.

Vendors must return the original application form properly completed and signed by a corporate officer or owner.Vendors should check only those category classifications that they can responsibly supply at a competitive price.Any changes to a vendor’s address, phone number or product line should be communicated to the Purchasing Department on company letterhead. Upon the vendor’s request, a Bidders List Update will be sent which allows the vendor to add or delete categories to keep their application current.Vendors on the Bidders List are contacted when the PTC needs the item they provide.Vendors may be removed from the List after three (3) solicitations in any form are unanswered. A bid returned marked "No bid" is considered a reply. Vendors may also be removed from the List due to unsatisfactory performance, unethical practices, or other negative experiences.


Procedure

Verbal Quotation: Purchases with an estimated value not exceeding $3000 may be solicited via telephone and a verbal Purchase Order number issued to the successful bidder. Formal Sealed Bid: For the purchases of goods or services estimated to be $50,000.00 or less, special envelopes are furnished for the return of quotation, noting the date of the bid opening. Advertised Sealed Bid Proposals: Bid proposals over $50,000 must be executed by a company officer and, if a corporation, affixed with the corporate seal. Contract Proposals: For engineering and construction projects, bidders may purchase plans and specifications from the Commission’s Secretary-Treasurer’s Office (717-939-9551, x2170) to qualify to enter a bid. Charges for documents are non-refundable.

Contract Results: "Unofficial" Bid Total results for Engineering Contracts are available to the public on the Construction Bidding section of our web site. These results are available within 2 hours following the bid opening.


Surety Requirements

Bid Surety: All bid proposals in excess of $100,000.00 must be accompanied by a Bid Bond not less than 10% of the bid price. In lieu of a Bond, the guaranty may be in the form of a Bank Cashier’s or Treasurer’s Check or a Depositor’s Check certified by the bank of deposit. Performance Guaranty: Security in the amount of 100% of the bid will be required from the successful bidder(s) in the form of a Certified Check, Bank Cashier’s Check or Treasurer’s Check drawn to the order of the Pennsylvania Turnpike Commission or, preferably, a Performance bond with corporate surety and acceptable to the PTC.

In the case of engineering or construction contracts, bid surety in no case shall be less than 5% with Performance and Payment Bonds required in the amount of 100% of the bid.


Bid Openings

Bids are opened by the Purchasing Department on the date and time specified on the Bid Documents. Bids received after the designated time shall be considered "Received Too Late For Consideration" and will be returned.

Bid tabulations are available after the award has been made and when a self-addressed stamped envelope is furnished to the Purchasing Department. No bid tabulations will be given over the telephone.
