Olszak Management Consulting Incorporated (OMC) envisions facilitators as neutral guides who will, when necessary, provide dispute resolution services such as mediation or other methods of resolving conflict. This facilitation process will provide a forum for discussion among community stakeholder DAT members and appropriate PTC representatives or their delegates. The primary focal points will be to develop a thorough understanding of community concerns and interests, develop and evaluate solutions (offer designers clearer insights into how the project can best serve the community) and compromise of opposing views when necessary.

The role of the facilitator is to keep the DATs on time, on task, and productive. A structured process will be utilized to ensure that session objectives are accomplished. DAT members are encouraged to contact their facilitators between meetings with questions, ideas, concerns and information needs. OMC's approach to DAT facilitation relies on a team of two pre-assigned facilitators working with each DAT. The facilitation team will be matched to each DAT team based upon each facilitator's knowledge of the community, fit with the community and special interest in the DAT region.

Facilitators will:

  1. Serve as focal points and clearinghouses for DAT members
  2. Provide DATs with resources necessary to ensure meaningful discussion and resolution of issues
  3. Act as point of contact between meetings for DAT members to express additional thoughts, ideas, concerns and/or provide additional information
  4. Document and transmit these thoughts, ideas and concerns to all stakeholders
  5. Have an office in the project area and be available during designated hours to meet with DAT members

OMC's facilitators have each worked in challenging situations that required thorough preparation, creativity, thinking on their feet, and dealing with conflict.
