Tours could start in 2012 to coincide with the Golden Gate Bridge's 75th anniversary and could raise about $9 million per year.
  • Carpool Toll – A new $3 toll (half of the $6 cash toll) for carpools and increased fees on vehicles with more than two axles. In addition to charge drivers of trucks and other large vehicles $5 an axle ($2.50 in 2011 and another $2.50 in 2012).

Senate Bill 09-109 was enacted on 03/02/09 and created the following:

  • Increases Colorado's motor vehicle registration fees over a three-year period. The new fees will be based on a vehicle’s weight and are in addition to all other registration fees.
  • Increases late registration fees, and fees on overweight/oversize vehicles.
  • Imposes a $2 a day fee on rental cars that provides $10 million annually to public transportation projects.
  • Allows communities to use P3s to fund road projects.
  • Creates a Statewide Bridge Enterprise whose responsibilities include: approval for the state to enter into agreements to fix and/or repair bridges; impose a bridge safety surcharge which is paid when vehicles are registered; issue revenue bonds; and receive loans to fix bridges.
  • Created the High-Performance Transportation Enterprise to seek out P3s and other innovative ways to fund road projects.

  • Increases the transfer from the State Highway Fund to assist transit, rail, and aviation starting in 2013. The bill would authorize the Secretary to transfer monies from the State Highway Fund to the Rail Service Improvement Fund and vice versa.
  • Allows the Secretary to recommend construction of a new toll or turnpike project or the designation of an existing highway or portion thereof as a toll or turnpike project.

The NJ Turnpike Authority on 04/17/09 lowered price guidance for its planned issue of Build America Bonds, the new type of debt allowed under the federal stimulus bill. They cut guidance for the taxable bonds to 375 basis points over Treasuries from an original 387.5 basis points. They are planning to issue up to $1.25 billion of the new bonds and up to $500 million of tax-exempt debt. Build America bonds have become a hot way to finance state-funded construction. Build America Bonds, interest rates are subsidized by the U.S. government.

Sensors will be placed under the roadway, as well as signs, to turn nine miles of high occupancy vehicle lanes into high occupancy toll lanes.
